Eligibility
A child or youth is considered complex when they require assistance to meet their extraordinary behavioural, developmental, emotional or physical needs. There is often cross-ministerial involvement, as the child’s profile may exceed the ability or mandate of one agency or sector.
CRITERIA
Children and youth aged 0-19 are eligible for Children’s Services Council (CSC) services if they live in the City of Kawartha Lakes or Haliburton County, and they have special needs that require support. A diagnosis is not necessary to access the service.
REFERRAL SOURCES
- Youth and parents may contact us directly. We welcome and support parental involvement throughout the service process. You and your family are encouraged to advocate on behalf of your child.
- Any social service, health care or education service agency may refer a child with complex needs. Referrals should be made once the agency has given careful consideration to their own ability to serve the child and have determined the child’s needs are sufficient to require service coordination because other available supports have been exhausted.
